David Ehrlich,
Adjunct Instructor, O’Neill School of Public and Environmental Affairs, Indiana University-Bloomington

David Ehrlich is an Adjunct Instructor at the Indiana University O’Neill School of Public and Environmental Affairs (SPEA) and at the University of Illinois at Chicago College of Urban Planning and Public Affairs (CUPPA).

Previously as full-time faculty he was Clinical Assistant Professor of Environmental Management and Public Administration at the Stuart School of Business, Illinois Institute of Technology. Prior to that, he was a full-time Visiting Assistant Professor at the School of Public Service at DePaul University, where he chaired the Leadership and Policy Studies degree program. He has also taught as Adjunct Associate Professor of Public Affairs at the University of Wisconsin-Madison LaFollette School of Public Affairs.

Dave has taught 113 graduate courses in 26 subjects, designed 40 courses, and created nine new courses in public policy or environmental management-related degree programs. His course topics have included environmental policy, policy design and analysis, policy and evaluation analytics, policy implementation, program evaluation, research methods, statistics, comparative public policy, advocacy, leadership, comparative and international public policy, strategic competitiveness in the public sector, organizational theory and behavior, strategic planning, and other courses (see CV and resume for complete listing).

Before his academic career, Dr. Ehrlich served as a senior analyst for the U.S. Government Accountability Office (GAO), where he briefed Members of Congress, congressional committees, and nongovernmental groups on legislation and policy design issues. He has authored or coauthored reports related to energy and the environment, innovative policy approaches, transportation finance, airline safety, flight training, health care, occupational safety, federal education assistance, energy and environmental issues, and military weapons systems.

Prior to GAO, he served six years as senior legislative assistant to two high-ranking members of the U.S. Congress, including the Chairman of the House Rules Committee and a recent Chairman of the House Ways and Means Committee. More recently, he has lectured and consulted with government agencies on environmental and energy issues as well as designed online political, policy, and social science courses and tests.
