  • Invited Lecture: Invited to give one-day seminar to Shanghai Statistics Bureau delegation comprised of upper-level government employees from many bureau departments. Topic: “Energy Surveys, Estimation Procedures, and the Use of Energy Usage Data by Government and Private Parties.” The 20-member delegation was examining ways to collect data on energy usage that will allow governments to regulate and structure prices and energy delivery to reduce overall energy usage.   • Invited Lecture: Invited to give one-day seminar to State Council delegation (People’s Republic of China national government) on “United States Energy Policy: Overview, Legislation, State & Local Policies, Energy Conservation, Emission Reduction, and Energy Efficiency.” The 18-member delegation was made up of members of the central government’s State-Owned Assets Supervision and Administration Commission. The Commission is accountable for regulations on the supervision and management of 141 central state-owned enterprises (19 in the Fortune 500) with 10 million employees. The delegation’s US visit was focused on “Large-Scale Enterprise Energy Conservation and Emission Reduction Management.”(September 14, 2009: Oak Brook, Illinois; 21st Century Foundation).
